Actually, that was fall-out from two other KGB projects.

The first was to develop gene-modified squirrels that would attack and feed upon the rubber components of tanks and aircraft. The plan was to release them near NATO bases in the West.

The second was the annual KGB acorn gathering for their coffee supplies.

The second grew out of all proportion after their funding was cut, and they had to further economise by baking their own acorn-flour biscuits to go with the erzatz coffee, resulting in serious nut-supply depletion in Russian forests.

The first, well, the mutation was not too stable, and rubber is pretty similar to flesh...
